$ pkg query %M firefox | grep Always
Always:
$ pkg rquery %M firefox

$ pkg rquery -r FreeBSD %M firefox

$ date ; uname -v

The same symptom with rquery with FreeBSD 11.1-RELEASE-p12 (tested: GhostBSD in
a VirtualBox guest).
